Why the sweep must come first
Every new building you occupy has a history you do not control. Construction crews, fit-out contractors, previous tenants, delivery personnel, and cleaning staff all had access before you. A sophisticated adversary — corporate, governmental, or criminal — can plant a covert device during any of those access windows and wait.
The intelligence value of your facility is highest in the period immediately after move-in, when staff are establishing routines, when sensitive meetings are being scheduled, and when the physical environment has not yet been audited. That is precisely when a pre-placed device is most dangerous.

A secondary sweep 30 to 60 days after full occupation confirms no devices were introduced during the move-in process itself.
For ongoing high-security operations, periodic re-sweep intervals (typically quarterly or following any significant contractor access) should be built into the security programme.
