A radiological dispersal device (RDD, 'dirty bomb') scenario trains the response to an explosion or dispersal event that contaminates an area with radioactive material. Unlike a chemical release, the hazard is invisible, odourless, and detectable only by instrument — so the exercise tests detection-led decision-making, cordon geometry driven by readings rather than sight, contamination control, and the public-communication problem that defines real RDD incidents: fear disproportionate to dose.
Why RDD scenarios are different
The RDD is primarily a weapon of disruption, not mass casualty. Blast injuries are conventional; the radiological component contaminates, frightens, and closes city blocks for months. A realistic exercise therefore trains two parallel responses: the technical one — detect, characterise, cordon, control spread — and the human one — triage anxiety-driven self-presenters, manage worried-well casualty loads that outnumber the contaminated, and feed accurate information upward before speculation fills the gap.
Design parameters
- Instrument-led play — players receive readings only where instruments are deployed and working; no reading, no knowledge
- Blast-plus-contamination casualty mix — conventional trauma with a contamination overlay forces the triage-versus-decon sequencing decision
- Cordon geometry from data — the exercise should force at least one cordon revision as survey data comes in
- Worried-well pressure — roleplayers presenting uncontaminated but frightened, in numbers that stress the corridor
- A public-information inject — a press query or municipal request that tests whether command can state dose and risk honestly under pressure
Evaluation criteria
Time to first survey reading; correctness of initial and revised cordons against the simulated deposition; contamination-control discipline (spread tracked via marker transfer on roleplayers and equipment); triage sequencing for trauma-plus-contamination casualties; and the accuracy of the picture reported to civil authorities. The recurring failure mode: teams treat the RDD as a bomb scene with a radiation footnote and walk contamination through their own casualty-collection point.
